Scope of the Modified TB 177-2013
The modified TB 117-2013 includes adding a new test method for decking materials that mirrors ASTM standard E1353-08a. According to the Bureau, the added test method can help to screen out smolder prone decking materials that may pose a smoldering fire hazard. Decking is the upholstered support under the seat cushion in a loose seat construction. Other significant modifications in TB 117-2013 include adjustments to pass/fail criteria in testing procedures, clarification on measurement of the test material and providing references to specific law label requirements.
Additions to Flammability Standards of Upholstered Furniture
The Bureau also updated the standard by deleting infant mattresses and infant mattress pads from the criteria of exemption as these products are currently under the jurisdiction of the Consumer Product Safety Commission (CPSC).
In addition, the Bureau is adding a subsection in the standard to allow articles of upholstered furniture to be manufactured in accordance with a written prescription from certain health care professionals, or with other comparable written medical therapeutic specification, that would be exempt from having to meet flammability standards.
Currently, California is the only US state with a mandatory flammability rule for residential furniture, thus, California’s flammability rule is usually used as the de facto standard in other states.
