Revised US CPSC Standards for Infant Walkers and Infant Swings Safety

The US Consumer Product Safety Commission (CPSC) has issued (1) direct final rules via publication in the Federal Register for infant swings (16 CFR 1223) and infant walkers (16 CFR 1216).
 
FAIRFIELD, N.J. - Aug. 2, 2013 - PRLog -- The rules will become effective on 7 October 2013. They incorporate by reference the latest versions of ASTM standards that are CPSC’s mandatory new federal rules for infant walkers and infant swings.

16 CFR 1223 (2) for Infant Swings

On 7 November 2012, the Commission published a final rule issuing a standard for infant swings that incorporated by reference ASTM F2088–12a.

The 2013 version of ASTM F2088 was approved on 15 January 2013, and published in February 2013. The changes to the ASTM standard F2088-13 were made specifically to bring the standard in accordance with CPSC’s regulation and to address three sections of the ASTM standard:

- Mobile Attachment Strength (7.12)
- Warning labels (8.3.1)
- Instructional Literature (9.2)

16 CFR 1216 for Infant Walkers

On 21 June 2010, the Commission published a final rule issuing a safety standard for Infant Walkers with 22 modifications which incorporated by reference ASTM F977–07. The ASTM F977–12 was revised, approved and also published in May 2012. The revision referenced above contains changes that match closely to the federal standard 16 CFR 1216. The changes include a revised forward stability test procedure that is needed for testing certain style walkers in addition to several editorial changes.
