July 10, 2013 - PRLog -- Brussels, July 10, 2013 – With the introduction of the new “Ecotax” on 1st October 2013 in France, shippers need to be able to assess both the actual and future costs of the new regulation on their transport budget. In response to this need, Wolters Kluwer Transport Services provides shippers with Transwide, a fully modular and SaaS-based transport management solution. Today, Transwide is ready-for-use to indicate, calculate and analyze the impact of the Ecotax, so the shipper is well prepared for contractual negotiations with his road transport suppliers.

From October 1st 2013, all companies who generate road transport flow in France will be obliged to pay their transport providers a flat rate, corresponding to Ecotax regulations. The national tax on vehicles for transporting merchandise, paid by transporters, applies to trucks of 3.5 tons or above, which use France's network of publicly-managed roads, no matter whether they are registered in France or not. The rate will vary depending on the number of axles, the authorized loaded weight (PTAC) and the vehicle's EURO emission class, with a discount for rural areas, such as Brittany.

To assess and forecast the additional costs associated with the Ecotax and to negotiate road transport contracts as effectively as possible, Transwide has thus associated three TMS modules in SaaS mode: twCost, twData and twOptimize. These modules integrate the required functionality as a standard, with no installation charges and additional customization. At each stage of the management of the Ecotax, the shipper can draw on an according Transwide module, such as the automatic calculation of costs depending on the tariffs negotiated by transport orders, the analysis of related costs according to different criteria – including the volume and frequency of transport, costs by site, by transporter or by recipient - and the optimization of the transport plan.

The Ecotax modules incorporate features that have made the reputation of Transwide, such as modern technology, integration into existing IT systems, ease of use and modularity - all to ensure rapid installation and rapid ROI.

Comprehensive and ready-for-use, the Transwide solution meets customers' requirements to ascertain the repercussions of the Ecotax on their transport budget as quickly as possible and to find new optimization levers to minimize its impact.

As Fabrice Maquignon, Managing Director at Wolters Kluwer Transport Services, explains: "This new regulation, the Ecotax, will impact the whole transport ecosystem. Shippers and carriers will need to work together to find the best solutions in terms of costs and margins. The TMS Transwide solution contributes to this by ensuring management of all of the key participants and of the processes in the transport chain, in accordance with current and future regulations. "
