April 10, 2013 - PRLog -- Presently, there is a recession in the Gulf Coast Region and all over America due to the affects of the British Petroleum (BP) oil spill on April 23, 2010.  For over a year and a half, the Deepwater Horizon Oil Spill disaster had a tremendous, direct effect on the economy in the areas of tourism, seafood, hospitality, and environmental and health effects.

The core of the problem is not that British Petroleum/BP has not always had good intentions. However, BP has not paid the disadvantaged, nor have the funds come directly to these disadvantaged communities.  This disadvantaged group with losses in 2010 and portions of 2011 are the 1000’s and 1000’s of small businesses, small individual claimants, hotelier’s, non-profits and Churches.  These are normally the feeders of the economy when it is doing well in the disadvantaged communities; they are called the incubators for those communities. These small business entities are what you consider the penny stock holders on NASDAQ (low cost investors), they are also the small investors for BP stocks on NYSE. Also remember when NASDAQ falls, the NYSE falls as well. BP must consider, “When one disadvantaged person is diseased in the Gulf Coast, it spreads rapidly in the community one by one and as a result, the entire community dies.  When the community dies, businesses die and crime rises, education fails, and  federal, local, and state governments fail due to lack of revenues.”

I really believe British Petroleum (BP) had good intentions to restore the Gulf Coast’s losses after the Deep Water Horizon rig exploded because they paid billions in Gulf Coast. Yet, they continue to be blind over the core of America and its backbone which are the disadvantaged communities.  BP’s formula for curing the losses is currently spending millions and millions of dollars in marketing and advertising for tourism, seafood companies and the hospitality industry in the event the businesses are ocean front businesses.  The bulk of the disadvantaged businesses and individuals that were affected in the tourism, seafood and hospitality industries have not been paid and are currently being stalled. Claims that are located in other areas other than A zones but in B, C, or D zones are not being paid in a timely manner. Once again, BP must realize “not curing a disadvantaged man from a disease will ultimately spread to a pandemic throughout the entire Gulf Coast Community.”  The formula for BP is to sit down with this organization and other similar organizations that have contact with 1000’s and 1000’s of claimants in order to settle these claims for the disadvantaged.

There must be a process designed to pay the 1000’s of disadvantaged hoteliers who have filed claims in the tourist and hospitality industries. These are the businesses, which hired thousands and thousands of disadvantaged people in the Gulf coast Region. Again, these are feeders of the economy, the maids, cooks, lawn care workers, construction helpers, window washers, carpet cleaners, etc. Now, the hoteliers are on the edge of going out of business.  Their doors are closing because their claims have not been paid.  When they are out of business, it further damages the disadvantaged in the communities.   Additionally, the Gulf Coast recession has been impacted by the sequester and this has affected all of America.  BP must step up now to save these businesses that are still in business in order to stimulate the disadvantaged communities that are at a loss.

We must recognize that Churches and non-profits provide all types of needs and services for people in disadvantaged communities. Churches feed the hungry, clothe the clothe less; pay utility bills, pray for hope, teach faith and ask for grace.  This is the bases for America. Church claims have not been paid for the disadvantaged churches that lost their tithes and offerings in these communities. Small business and individual claims have not been paid. These claims can stimulate the economical losses in the disadvantaged communities.  The Courts should consider finding an agreeable amount of claims, particularly small businesses, where the claimants are willing to accept less than $50,000.00, and pay the claims immediately.

All small individual claims or businesses less than $10,000.00 should surely be paid by the Court Administrator of the Federal Court and approved by the Judge without any delays. This process should indeed be much less cumbersome, without years of paperwork for these 1000’s of disadvantaged individual and small business claimants. Many of these individuals have incomes less than $25,000 a year whose employers refuse to provide statements for the disadvantaged individual claimants. These employers feel that these disadvantaged workers are not deserving of a claim when in fact they were laid off by the employer due to the BP oil disaster and had a loss.

Approaching the three year anniversary of the April 2010 Deepwater Horizon BP  Oil Spill, It is imperative that BP demonstrates action and  “Good Faith” with a check to these 1000’s of 1000’s of claimants in the Gulf Coast and pay these claims.
