March 4, 2013 - PRLog -- ATLANTA -- Chosen as the keynote speaker for the Georgia Hispanic Chamber of Commerce event on immigration reform, Attorney Todd Stein, with the Atlanta law firm of Kitchens New Cleghorn, LLC, will give a talk titled “From Principles to Passage: The Prospects of Comprehensive Immigration Reform in 2013.”

Todd’s talk will explore the procedural hurdles that must be overcome and the delicate political considerations that will determine whether Congress passes immigration legislation later this year.  

“The 2012 election results created compelling political reasons for Democrats and Republicans to move comprehensive immigration reform this year,” Stein said.  “But the complex process for actually drafting and passing bills – especially bills being written by ‘gangs’ of legislators rather than through the traditional committee process – in a highly partisan Congress will make sending a bill to the President’s desk that much more difficult.”

Stein will draw on his years of experience on Capitol Hill staffing efforts to forge bipartisan compromises on extremely complex issues like energy, health care and defense to discuss what leaders in the Senate and House must be able to accomplish in the months ahead to pass comprehensive immigration reform in 2013.  

Prior to joining Kitchens New Cleghorn, Stein was the Legislative Director and General Counsel for Senator Joe Lieberman (I-CT) in Washington where he was responsible for developing and implementing the Senator’s legislative agenda and managing the floor of the US Senate on Senator Lieberman’s behalf.  Stein also served as Majority Counsel on the Senate Committee on Homeland Security and Governmental Affairs where he led the Committee’s investigation into the threat of homegrown terrorism and helped conduct oversight of the Department of Homeland Security.  

While on Capitol Hill, Stein worked on many pieces of landmark legislation, including the Affordable Care Act, the Don’t Ask, Don’t Tell Repeal Act of 2010 and the Implementing Recommendations of the 9/11 Commission Act of 2007 and today he teaches The Politics of National Security at Georgia Tech and The Politics of Health Care Policy at Morehouse School of Medicine.
