IC Reveals Changes in Selection System for Canada

Feb. 25, 2013 - PRLog -- Calgary, Alberta - Credible member of Calgary Chamber of Commerce, as well as one of the most reliable and leading Staffing and Immigration firm in the country, Illuminate Canada(IC), has revealed the new selection system from Citizenship and Immigration Canada (CIC): the Federal Skilled Worker Program (FSWP) and Canadian Language Benchmark (CLB) system. As per CIC, effective May 4, 2013 new criteria for selecting skilled immigrants will be implemented. Upon the implementation of the latest selection system, a much faster and flexible transformation to the country’s immigration is expected.

As CIC aims to pick out skilled immigrants who are most likely to succeed in the country, as well as fit in with what the economy requires, new criteria will be administered to the applicants.

The FSWP changes, as described by CIC, are as follows:

·         Minimum official language thresholds and increased points for official language proficiency, making language the most important factor in the selection progress;

·         Increased emphasis on younger immigrants, who are more likely to acquire valuable Canadian experience, are better positioned to adapt to changing labour market conditions, and who will spend a great number of years contributing to the nation’s economy;

·         Introduction of the Educational Credential Assessment (ECA), so that education points awarded reflect foreign credential’s true value in the North American country;

·         Changes to be arranged employment process, allowing employers to hire applicants quickly, if there is a demonstrated need in the country’s labour market; and

·         Additional adaptability points for spousal language ability and work experience

Language Proficiency Evaluation

Communication is considered one of the roadblocks impeding immigrants to find employment in the “Maple Leaf” country. So, for immigration purposes, English and French proficiency is assessed according to the Canadian Language Benchmark (CLB)system.This is to ensure that prospective immigrants arrive in the country with language proficiency.Assessment through CLB system is categorized into four language skills, such as speaking, reading, writing, and listening. Among immigration programs that require proof of language proficiency are:

·         The Federal Skilled Worker Program

·         The Federal Skilled Trades Program

·         Provincial Nominee Programs

·         The Canadian Experience Class

CLB classify language proficiency according to levels range from 1 to 12 levels such as:

1.   Basic level of proficiency – levels 1 to 4

2.   Intermediate  - 5 to 8

3.   Advanced – 9 to 12
