Attorney Bernard was board in Williamson, West Virginia – a coal mining community in Mingo County. Although the town has less than 3,200 residents, it is the county seat of Mingo County and the area’s largest city. Raised by blue collar parents, Attorney Bernard learned the importance of honest, hard work as a young child. Even though both of his parents were raised in relative poverty, Attorney Bernard understood the importance of education and individual effort as a means to rise above his circumstances. With the support of his family, he earned a bachelor’s degree in political science and eventually obtained an M.A. in sociology and a Juris Doctorate.
