He believes Government policies like the Green Deal – an initiative to encourage homeowners to invest in energy-efficient home improvements with little or no up-front costs – will kick-start a retro-fit revolution and save homeowners hundreds of pounds on their bills.
Mr Barker said the country faces a ‘massive dilemma’ because of rising bills which will put an estimated nine million UK homes into fuel poverty by 2016.

Due to launch this month, the Green Deal’s ambition is to cut carbon emissions by 34%, and make it affordable for people to install a range of products to make their homes more efficient, and save money on their bills.
Plumb Center, the UK’s leading plumbers’ merchants, is an approved Green Deal provider, and it’s keen to help people understand how to benefit from the scheme.
