"As former managers in a local municipal agency in Central California, we felt limited in the available options when we had a need to conduct a sensitive workplace investigation following an employee complaint or allegation of misconduct," shared Steven Hallam, one of the founding partners. "Our first option to conduct the investigation was to hire an attorney specializing in employment law. This process was very thorough, yet it tended to take more time than we desired and be more expensive than the agency could afford," added Hallam. "Our second option was to hire a private investigator, most often someone with past experience in law enforcement. While less expensive than an attorney, the results often failed to meet our high expectations."

Based on the limitations these two options presented, the firm's founders believed there was a need and opportunity for a workplace investigations firm, particularly appealing to public agencies, composed of licensed investigators with actual public and private sector employment and administrative experience.

VHHW Investigations is composed of four partners including Hallam, a former City Manager and Community Development Director. The other founding partners include Michelle Vizina, a Human Resources Specialist and Manager, Tom Hallinan, a City Attorney, and Marty West, a former Chief of Police and Public Safety Administrator. This unique combination of talent provides their clients with more than 90 years of combined experience in human resources, public safety management, public administration, and municipal/civil legal representation.
