The goal of the program was to encourage and increase the participation of small local businesses in contracting opportunities and to reduce disparities in the participation of minority and women owned small businesses and larger businesses in city contracting.

The program will have overall aspirational goals for SLBE and ELBE and specific mandatory goals for SLBE/ELBE participation on certain projects. Depending on the size of the contract, some contracts will only be available to SLBE and ELBE approved contractors and consultants.

Mr. Rappoport combines decades of field and senior management experience, arborist and tree risk assessor certification, a B.S.degree in Horticulture, and a C-27 landscape contracting license in providing commercial professional certified arborist tree, landscape, plant and land development consulting services for civil and environmental engineers, landscape architects, property owners, municipalities, HOA's, property managers, builders and developers.
