RDCS LLC Approved as a City of San Diego Emerging Local Business Enterprise (ELBE)

PRLog (Press Release) - Nov. 19, 2012 - In July of 2010, the City of San Diego approved a small local business enterprise program.  The goal of the program was to encourage and increase the participation of small local businesses in contracting opportunities and to reduce disparities in the participation of minority and women owned small businesses and larger businesses in city contracting.

The program will have overall aspirational goals for SLBE and ELBE and specific mandatory goals for SLBE/ELBE participation on certain projects.  Depending on the size of the contract, some contracts will only be available to SLBE and ELBE approved contractors and consultants.

Rappoport Development Consulting Services LLC applied for and was approved as a City of San Diego Emerging Local Business Enterprise (ELBE), certification number 13RD0848, classified as General Services.  RDCS LLC is certified by the California Department of General Services as a small business, approved by SANDAG as an A&E Bench Consultant and now approved by the City of San Diego as a Emerging Local Business Enterprise.

Hovnanian Homes, Director of Operations for Starwood Santa Fe Valley Partners, General and Offsite Superintendent for Continental and D.R. Horton Homes, and Landscape Superintendent for the Baldwin Company.

Throughout his development career, Mr. Rappoport maintained direct over-sight on projects from $10 million to $500 million, from 15 acres to over 1,500 acre master sub-division community developments.  

Mr. Rappoport combines decades of field and senior management experience, arborist and tree risk assessor certification, a B.S.degree in Horticulture, and a C-27 landscape contracting license in providing commercial professional certified arborist tree, landscape, plant and land development consulting services for civil and environmental engineers, landscape architects, property owners, municipalities, HOA's, property managers, builders and developers.  

Additionally, RDCS LLC is an expert witness to attorneys and insurers in his fields of expertise, arboriculture, certified arborist, tree risk assessor, landscape, horticulture and land development.
