It should be easy to do, but with competing needs and never enough people, it's darn difficult to make decisions. However, there are ways for the managers and/or PMO to rank projects and make decisions. And, with agile and lean approaches to project management, project teams can help the leaders make their decisions by finishing work frequently and demoing work to the leaders. It takes work on both sides to make the decisions work and stick. What does not work is multitasking!
