The scheme is for to reduce Carbon Emissions and make energy efficiency improvements more affordable to trade with Carbon Credits in the International Market place.

The scheme contributes to the reduction of greenhouse gasses and gives a start to investment, employment and innovation in industries that supply energy efficiency goods and services. Under the scheme, businesses offer discounts and special offers on selected energy saving products and appliances installed at homes, businesses and other non-residential premises.

The scheme is for Commercial business zone, Industrial zone, Business zone and residential zone. The ACTIBA Scheme (http://actibagroup.org) is described as being conducted by Thomas Edison Pty Ltd and provides the creation of 'carbon credits' by 'accredited companies' through the completion of prescribed schedules.

The scheme is formed in a way that makes it appear very similar to the Victorian Energy Efficiency Target (VEET) scheme administered by the Commission. The VEET scheme is made to make energy efficiency improvements more affordable that contribute to the reduction of greenhouse gases, and foster investment, employment and innovation in industries that supply energy efficiency goods and services. The Energy Saver Incentive helps the community cut their power bills and reduce greenhouse gas emissions.

The program is followed by setting a statewide target for energy savings that result in a range of energy efficient products and services being made available to homes and other businesses at discounts. The Energy Saver Incentive products must be professionally and thoroughly installed by a participating business like commercial or residential ones.

The Energy Saver Incentive is also known as the Victorian Energy Efficiency Target (VEET) and is the first scheme of its kind. It is a market-based structure for emissions reductions that places a legal requirement on energy retail companies through the Victorian Energy Efficiency Target Act.  The Victorian Energy Efficiency Target Regulations determine a range of matter important to the operation of the scheme.

The Energy Saver Incentive is governed by the Essential Services Commission that is the independent regulator of the retail energy industry. Its role is to oversee compliance and performance reporting by energy businesses and to accredit business and products and appliances which are eligible under the Energy Saver Incentive scheme.
