IJIS Institute Publishes New White Papers

Two new advisory committee-authored technology perspective resources

Governance Agreements in Public Safety Information Sharing Projects was written by the IJIS Institute Public Safety Technical Standards Committee (IPSTSC).

The IPSTSC Committee’s white paper, Data Sharing between Computer Aided Dispatch Systems, released in late 2011, provoked many questions about governance. This paper was developed in response to those questions. It is intended to be read and used by an audience of managerial, technical and operational practitioners, as well as legal advisors involved in the development of Agreements between agencies to share information, systems or services. The paper outlines two types of common Agreements, best practices, and components of modern information and resource sharing Agreements.

IPSTSC Vice Chair Becky Ward was enthused about the great cooperation between the working group tasked with researching and writing this white paper. “After our first paper—Data Sharing between Computer Aided Dispatch Systems—the Committee identified a need to continue to write informative papers to help practitioners delve a little deeper into governance issues inherent in interoperable data exchanges. We had a dedicated sub-group from within the Committee that worked for months on this paper, gathering information and refining the content for industry practitioners. The paper is a must read for agencies contemplating or involved in data sharing initiatives.”

Additionally, the newly formed Courts Advisory Committee also authored its first white paper, titled Courts 101: An Understanding of the Court System.

This paper was prepared to help provide a better understanding of the intricacies of the Judicial Branch in local, state, and federal courts by providing a high level overview of the court system, its processes, responsibilities, case flow, and person roles. It provides an overview of federal and state court systems and the different jurisdictions within these systems, and demonstrates why integration with other stakeholders is vital to the efficacy and efficiency of all court and the successful assimilation of the judicial branch in the integrated justice process today.

Courts Advisory Committee Chair Marlene Martineau recognizes that “Understanding the court process can be daunting. This white paper provides a primer that will lay the groundwork for future reference papers planned from the committee.”
