Five stars is the highest and most respected rating a nursing home can receive, and is based on health inspections, staffing and quality measures.

CMS developed the Five-Star Quality Rating System to assist consumers, their families and caregivers in finding and comparing nursing homes more easily and to help identify areas to ask questions.
The rating system for U.S. nursing homes was modeled after the American Automobile Association's worldwide rating of hotels. It gauges comprehensive aspects of elder care, including staff-to-resident ratio, cleanliness, staff ability to prevent and treat simple medical problems and attention paid to upkeep of patient appearance.
