"John Doran, Director Trade Monitoring & Surveillance, ConocoPhillips"

Q. How would you describe the regulatory landscape at the moment, do you believe that companies are fully aware of what is required of them in order to fully comply?

"I believe at the moment that the environment is aggressive and there is a strong desire to prevent another event like the one in 2008. Perhaps there is a desire to increase regulation now, and 2008 helped usher in the Dodd-Frank Act.
Due to all the delays associated with the implementation of the Dodd-Frank Act, I believe now that many organizations are beginning to become aware of what's required. A number of organizations, which have to adhere to the regulations, have participated in the open sessions and comment periods as rules were evolving. Many organizations also participate in working groups with legal firms to gain understanding".

Q. How have the latest regulatory measures affected the technological and operational procedures within energy trading?

"Implementation is an obvious challenge. Classification of intent behind trade requires change to process.  Also what's in and what's out of scope, contract wise, for dominium’s calculation is not very clear at the moment and most organizations have to come up with a list on their own".

Q. Lastly, based on the brochure outline, what presentations / panel discussions are you most looking forward to seeing at this year’s ETOT Houston?

"I am looking forward to understanding other organizations point of view around self-regulation and surveillance perspectives. I think it is a good opportunity for the industry to come together at a time when companies will be knee-deep with updating systems and back-office processes".
