Thomas O’Reilly Receives 2012 IJIS Institute Shumate Award

Award Recipient Is Executive Director of Rutgers University’s Police Institute

Aug. 21, 2012 - PRLog -- The IJIS Institute, a nonprofit organization that focuses on mission‐critical information sharing for justice, public safety, and homeland security, is pleased to announce that Thomas O’Reilly is the recipient of the organization’s seventh annual Robert P. Shumate National Public Safety and Justice Contributor to Excellence Award.

Mr. O’Reilly, Executive Director of the Police Institute at the Rutgers School of Criminal Justice in Newark, N.J., has long worked to advance information sharing within the public safety and criminal justice communities, which is the mission of The IJIS Institute.

Prior to his Police Institute appointment, Mr. O’Reilly served as a Director of the Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) of the Program Management Office. In that role, he led a team of representatives from the FBI; the U.S. Department of Homeland Security; and state, local, and tribal agencies in implementing SAR at all fusion centers nationwide.

Mr. O’Reilly also served for over 20 years as the administrator of the New Jersey Department of Law and Public Safety, the organization responsible for oversight of the state police, emergency management, fusion center operations, criminal justice system coordination, criminal and civil legal services, and juvenile justice.  

IJIS Institute Executive Director Steve Ambrosini said, “Tom is well known for his work in facilitating cross-agency cooperation to achieve implementation of the SARs program across the nation. But Tom’s contributions weren’t limited to SARs.  He worked diligently to implement the National Information Exchange Model (NIEM), which has aided information sharing across domains and jurisdictions.”

The Robert P. Shumate National Public Safety and Justice Contributor to Excellence Award, named for the first president of the IJIS Institute, is presented annually by the Institute to the person from either industry or the public sector who made the most valuable contribution to justice and public safety information sharing during the past year.

Each year, the Shumate Award is presented during the annual National Forum on Criminal Justice and Public Safety. This year, the award ceremony was held at the Hyatt Regency Tamaya in Santa Ana Pueblo, N.M.

In 2011, the Shumate Award recipient was Alan Harbitter, founder of Harbitter Consulting Group.
