Today’s Challenges in Life Cycle Costing for Bridge Design

Jasper Schavemaker, LCC consultant at Rijkswaterstaat, joins Construction IQ to discuss the challenges and lessons learned in Life Cycle Costing, looking specifically at Bridge Design.

J Schavemaker: I’m fine. Thank you, Helen.

Construction IQ: Great of you to join us. So, to start I guess, please, could you introduce yourself to us and let the audience know a bit more about what interest led your role as LCC consultant at Rijkswaterstaat?

J Schavemaker: Well, my name is Jasper Schavemaker and I work at Rijkswaterstaat. Since 2008 I am a project leader and senior consultant on life cycle cost at Rijkswaterstaat and we’ve been working on methodologies, standards and improved transparency both as implementation and projects simultaneously. And we have a team of six specialists working on life cycle costs and decision-making, procurement, maintenance, cost figures and implementation.

Construction IQ: Great introduction. And, so, how did you become involved in life cycle costing from the outset?

J Schavemaker: Well, before I was a technical manager at Rijkswaterstaat responsible for the technical scope of construction on our overall projects. And at that time I found out that it was difficult to define the scope for the life cycle. So, nobody really asked for it, there were no standards such as which lifespan should be concerned or what discount rates to use, and that way project management became just a way to finish projects within time, quality and cost on a project level, but not on a life cycle level or a network level. And, so, after one and a half years I changed jobs to the asset management department where my manager asked me to start the life cycle cost development and implementation.

Construction IQ: Great. So, could you briefly describe the life cycle cost project? What were the main challenges and lessons learnt and the scope and impact of this project?
