Essentially they map your association or property locations and load them into their system along with the samples of the violation letters that you would be sending.  As you are driving around your communities checking on violations, you will simply use a smart device such as an IPad or smart phone with a camera.  As you find a violation, you select that home on your map, point your device and take a picture of the violation.  In a couple of seconds you can select the violation letter that will be sent, and can even add in your own message all from in front of the house.
