Women Left Behind in House Armed Services Procurement Package

Women-Owned Small Businesses Ignored by United States Congress

PRLog (Press Release) - May 17, 2012 - Columbia, MD  – Included in the National Defense Authorization Act passed by the House Armed Services Committee last week, is a package of small business procurement reforms that aims to greatly improve the ability of small businesses to win government contracts.  However in a direct blow to businesses owned and operated by women, H.R. 4203, the Women’s Procurement Program Improvement Act of 2012, was excluded from the National Defense Authorization Act.  

Gloria Larkin, President of TargetGov, an Educational Foundation Board member of Women Impacting Public Policy (WIPP) expressed disappointment in law makers.  “How can Congress ignore 7.8 million women-owned businesses and those who are trying to serve the nation providing services and products in the $500 billion market?  The omission of H.R. 4203 places the Women-Owned Small Business program below other small business procurement programs instead of on equal footing.”  Women Impacting Public Policy (WIPP) strongly supports Women-Owned Small Businesses programs and these much needed changes.  Mrs. Larkin and WIPP have been at the forefront of advocating for them.

“Much to WIPP’s dismay, the bill most important to the women-owned businesses in this country, H.R. 4203, the Women's Procurement Program Improvement Act of 2012, was not included in the package,” said Barbara Kasoff, WIPP’s President. “Since the government has never met its 5% goal for contracting with women owned firms, we need the changes included in H.R. 4203 to strengthen the Women-Owned Small Business program.” Kasoff said.

Although the bill was passed by the House Small Business Committee earlier this year, it was not included in the package of small business procurement amendments adopted by the House Armed Services Committee. The House expects to consider the NDAA next week.
