Richards began his career with Caltrans in 1980 as a Junior Right of Way Agent, and rose to the level of Supervisor/Office Chief for appraisals and utilities before being promoted to Deputy District Director of Environmental Planning and Engineering in 2006. He served in that capacity for six years before leaving to accept the position with AR/WS.
