Cross' previous political thriller, SEVERE VISIBILITY, which he directed, wrote and starred in tells the story of a US Army major’s life that hangs in the balance when he discovers evidence that the government’s official version of the Pentagon disaster on September 11, 2001 is a deception. Cross says that OPERATION TERROR is similar to SEVERE VISIBILITY only in the sense that both films have a backdrop of the events of 9/11 but states that is where the similarity ends.
OPERATION TERROR has Paul Cross once again directing and acting in the same film. This time Cross plays the role of George Poole an aeronautics engineer who becomes suspicious when he is recruited by a government agency to develop peculiar drone planes for a secret mission.
Cross stated that he is honored to have OPERATION TERROR selected to participate in the 7th Monaco Charity Film Festival which is a yearly charity event that benefits poor children from different parts of the world. This years event will aid the children of the Virlanie Foundation in the Philippines. "I made a documentary in the Philippines with Joseph Estrada the former president of that country and saw first hand the poverty that is rampant there. What I remember most about making the film were in fact the children. They were amazingly warm and friendly and in spite of the poverty that pervaded their daily existence they were so full of life, hope and innocence," Cross explained and then continued. "MCFF is one of the few international film festivals to focus on the needs of the less fortunate while still maintaining the glamour of an international film festival promoting cinematic art. This is another reason why being in the Monaco Charity Film Festival means so much to me. The people who run this event definitely have their hearts in the right direction."
