To achieve the Cisco TelePresence Video Master Partner designation, channel partners must first attain the Advanced TelePresence Video Partner Specialization. The Advanced Specialization demonstrates that partner personnel have the sales and technical skills to successfully design and implement TelePresence solutions.

Master level requirements are more stringent.  They include onsite audits of people and processes, customer references, and validation of at least five complex TelePresence implementations.
