The criteria for judgment included all three areas of measure used by CMS to evaluate facilities - health inspections, nurse staffing and quality of care. Of the 15,500 nursing and rehabilitation facilities surveyed by U.S. News, only 39 received the consistent five-star rating required to be ranked among the Best Nursing Homes.
