He said that accountability would be a hallmark of his tenure as commissioner along with cutting costs and upholding high standards of professional integrity. "With my background in the insurance field, I know what it takes to establish a fair, mutually rewarding relationship between the insurance companies and the consumers," Gallagher said. "I understand the problems faced by consumers in paying the rates and navigating the fine print of insurance matters. And I recognize the challenges confronting insurance carriers forced to deal with rising costs and burdensome regulations. "As commissioner, I will work to ensure that the industry provides the products and services that are fair to the consumer as well as to the insurance carriers." A lifelong Delaware resident, Gallagher, 57, attended Salesianum School and earned a bachelors degree in business administration at the University of Delaware. He has owned his own insurance business and served as vice-president of two other companies. Gallagher lives with his wife, Carol, in Hockessin. Gallagher served as President of the Board of Independent Insurance Agents from 1998 to 1999 and again from 2003 to 2004. He was an officer of the Independent Insurance Agents Board of Directors for 15 years. In 1998 he was named Delaware's insurance agent of the year. Currently he is a member of the Committee of 100 as well as the Commercial Industrial Real Estate Council. As an insurance agent, manager and owner for nearly three decades, Gallagher possesses the leadership and administrative skills necessary to oversee one of the state's most important agencies. He also has developed the business, political and civic relationships critical to initiating and implementing policies that serve the interests of both the consumers and carriers.
