They must keep the case in house and not refer it out, and must have a knowledgeable designated contact person who is more then just a screening person. "These poor folks need TLC and information. They need to know you have an understanding of both the emotional and physical turmoil this has caused in their life. They have questions and want answers". The Helpline offers this as well as connection to a lawyer. The goal, according to Spitzer, who comes from a social worker Model, is a resource not just for lawyers.
