Nov. 11, 2011 - PRLog -- Washington, DC:  The Small Environmental Business Action Coalition, Inc. (SEBAC) and FEDMINE.US are pleased to announce the recipient of the Award for Excellence in Awarding Small Business Prime Contracts.  This year’s recipient is the U.S. Department of the Army.  SEBAC presents the award to recognize a federal agency’s demonstrated commitment to small environmental business through its awarding of small business prime contracts.  Ms. Tracey L. Pinson, Director, Office of Small Business Programs, will accept the award on behalf of the Department of the Army during SEBAC’s Annual Networking Reception and Award Presentation on November 29, 2011.

FEDMINE.US researched procurement data specific to NAICS codes 562910 and 541620 among federal agencies; SEBAC then evaluated the data based on the number and quality of agency procurements and the agency’s overall commitment to small businesses to determine the recipient of the Award of Excellence.  This evaluation and award is based on a pre-established set of criteria which includes three key components:

•   The agency’s ability to meet or exceed projected goals for fiscal year;
•   The agency’s quality and quantity of small business awards; and
•   The agency’s progress towards improvement in attaining goals (percentage increase and/or proven improvement)

SEBAC is pleased to present the Award for Excellence for the second year in a row to the Department of the Army for its strong support of small environmental businesses as demonstrated by the significant improvement in the award of small business prime contracts within NAICS codes 562910 and 541620.  Within these two NAICS codes, the Army increased its small business prime contract awards from 47.3 % in 2008 to 57.3% in 2009 and to 63.9% in 2010.  In 2010 alone the Army awarded 1,057 small business prime contracts in these two NAICS codes totaling $1,518,789,090.

SEBAC was formed to act as a unifying voice for addressing issues that face small environmental businesses nationwide. Membership is open to any small business that is primarily engaged in the environmental industry and has 500 or fewer employees.  Member companies perform environmental investigations, design, engineering, remediation, operations and maintenance, and ordnance and explosives work with federal agencies.

On November 29, 2011, SEBAC will present the award to Ms. Pinson on behalf of the Army during the SEBAC Networking Reception and Award Presentation at the Gaylord National Resort and Convention Center in National Harbor, Maryland.  This is the same venue as the SAME Small Business Conference for DOD Engineering, Construction and Environmental Programs.  The event is open to SEBAC members and invited guests.  FEDMINE.US is a co-sponsor of the award and Smith-Manus Surety Bonds and PilieroMazza are co-sponsors of the networking reception.
