By: TTARA Research Foundation The TTARA Research Foundation has released the first volume of a two part study of economic development programs and incentives in Texas. This volume includes an introduction to the subject of state economic development efforts, the rationale behind them, and the appropriate methods that should be used to evaluate them. In addition, the report describes 67 programs and incentives offered in Texas to reduce the cost of operating a business in order to attract, retain, or expand business activity and spur growth in the state’s economy. “While various reports have looked at selected incentives or programs, it has been difficult to fairly evaluate them because there has been no way to place them into the overall context of the state’s economic development efforts. This cataloging of efforts will provide that context,” said Bill Allaway, the TTARA Research Foundation’s President. Copies of the report may be obtained by contacting the TTARA Research Foundation and are available on our website. www.ttara.org The second part of this study, planned for release next year, will apply methods described in this report to evaluate major Texas programs and provide a comparison of the state’s economic development programs and incentives with those offered in the principal states that compete with Texas for business investment. The TTARA Research Foundation is a non-profit educational entity organized to make factual analyses and studies related to economic, fiscal and public policy in Texas. It has conducted research that has enlightened the development of public policy in Texas for more than 50 years and has won numerous national awards in the process, including this year’s top award from the Governmental Research Association for its report on school finance in Texas.
