Prior to joining URL, Roper spent more than 19 years as Chief Information Officer for the Colorado Judicial Department. He was instrumental in the successful design and implementation of numerous statewide information sharing projects, including domestic, probate, water, and civil eFiling; piloting criminal e-filing; online payment and court appointed counsel systems; court, probation, jury, and financial case management systems; and a series of critical data exchange projects between the Judicial Department and other partnering agencies. Previous to the Colorado Judicial Department, Roper spent more than nine years with the National Center for State Courts (NCSC), directing Phase III of the Institute for Court Management (ICM) and the Court Statistics and Information Management program.

Throughout his career, Roper has consulted and presented to both national and international audiences and associations on various integrated justice system topics. For three terms, Roper served as founding Chairperson of the recently formed Court Information Technology Officers Consortium (CITOC) sponsored by the Conference of State Court Administrators and the National Association for Court Management. Roper has also served on referee panels and editorial boards for the National Science Foundation (NSF) and many other entities. He also served on the advisory board for SEARCH’s courts program.
