Mr. Emrani has over 26 years of civil engineering and GIS experience in both the public and private sectors. His background includes planning, design, and construction management of infrastructure improvements and new construction. He has performed studies and master plans for water and wastewater systems and has managed various street, neighborhood improvement, water, wastewater, storm drain, road projects and water storage and distribution systems. Mr. Emrani's land development experience encompasses commercial business parks and residential subdivision projects. His GIS experiences include GIS needs assessment, database design, and data conversion. He has implemented numerous pavement management programs integrating street and road data with GIS. Additionally, he has managed and implemented several small and large GIS projects throughout the country.
Mr. Emrani holds a Master of Science degree in civil engineering from the University of Maryland at College Park and a Bachelor of Science degree in civil engineering from Syracuse University, New York. He currently serves as co-chair of the American Society of Civil Engineers’ (ASCE) California Infrastructure Report Card Executive Committee. He is active in the County Engineers Association of California and the American Public Works Association where he served on the Board of Directors of the Monterey Bay Chapter. Mr. Emrani is past president of the ASCE Orange County Branch and past president of the University of California, Irvine (UCI) Civil and Environmental Engineering Affiliates. He has taught GIS and Project Management at UCI and is a registered professional engineer in multiple states.
Prior to joining HFI, Mr. Emrani was the Director of Public Works for Monterey County where he was responsible for managing and directing Engineering Design, Road and Bridge Maintenance, Construction, Development Services, Transportation and Traffic Engineering, Special Districts, (including water, wastewater, lighting and landscaping)
