Ex Works Delivers Relief for Change Five Compliance

Ex Works, a pioneer in data connectivity between freight forwarders and trucking networks, saves EMO TRANS thousands of hours of labor with its COMPLY technology offering for Change-Five compliance.

 
PRLog - Aug. 18, 2011 - BOSTON -- “The Change Five regulation is a perfect scenario for technology,” explains Gregg Borgeson, President of Ex Works, Inc., a technology company based outside of Boston, “The regulation was rolled out in the interest of national security– to gather additional information on truckers. However, much of the responsibility has fallen on the forwarding community.

“We found that forwarders and airlines were duplicating efforts. Each business was formatting the data to IACMS specs and entering the same driver information for upload to the TSA. We estimate that for every 100 trucking companies, forwarders were expending over 315 hours of labor for file preparation and submission.

“This was a prime opportunity for technology to intervene and provide the required data to the forwarding community in a compliant format.”

Ex Works has developed a central database and technology offering called COMPLY to bridge the regulatory gap. “Essentially,” continues Borgeson, “COMPLY is an advanced data repository that that forwarders can ‘tap’ as needed. Within days on sign-on, Ex Works delivers formatted, upload-ready files. With much of the required information already housed in the COMPLY database, the technology will save our clients innumerable hours of repetitive data entry.”

Change Five is not a one-shot requirement. The TSA requires that forwarders must continuously update driver information and resubmit updated files on a monthly basis. “In order to ensure continuous compliance,” he says, “COMPLY supplies forwarders with a new set of updated files containing all of the driver changes in the last 30 days.”

Sven Frigger, Director of Export Compliance at international freight forwarder EMO TRANS, has taken advantage of the COMPLY product offering, "EMO takes compliance very seriously, and COMPLY saved us countless hours of work. We were under a lot of pressure to be compliant with the Change Five regulation. We were amazed that 80% of our truckers were already in the COMPLY database.
