July 18, 2011 - PRLog -- BMI View: Ghana is one of the least attractive regional markets in the Middle East and Africa (MEA), judging by our proprietary MEA Business Environment Ratings (BER) matrix. However, the country's position masks a relatively favourable operating environment for multinationals, supported by policy continuity and strong economic growth. Nevertheless, the overall market size is modest, dragged down by low per capita spending, which was no higher than US$15 in 2010. In the longer term, however, rising population numbers and the prevalent disease burden, as well as the expected improvements in the country's regulatory environment, will boost Ghana's attractiveness to foreign drugmakers.

* Healthcare: GHC1.88bn (US$1.31bn) in 2010 to GHC2.13bn (US$1.46bn) in 2011; +13.4% in local currency terms and +11.3% in US dollar terms. Forecast down moderately from Q211 due to macroeconomic factors.
* Medical devices: GHC72mn (US$50mn) in 2010 to GHC81mn (US$56mn) in 2011; +12.9% in local currency terms and +10.8% in US dollar terms. Forecast down moderately from Q211 due to macroeconomic factors.


Business Environment Rating: In the Q311 BER for the 19 markets BMI surveys in the MEA region, Ghana receives a composite pharmaceutical rating of 39.5, which is 3.7% lower than in the previous quarter, due to the downwards adjustment of the industry rewards variable. Generally speaking, the country's scores are stronger on the risk than on the rewards side, primarily due to the low per capita spending on pharmaceuticals, which makes for a small overall market size.

Key Trends & Developments

* The health ministry of Ghana recently released Infection Prevention Control documents for hospitals, which include Infection Prevention Control Guidelines and the Standard Operating Procedure (SOP) for Tuberculoses (TB) and Airborne Infection Prevention and Control in the country, reported Public Agenda. The documents aim at spreading awareness among both healthcare workers and patients to prevent and control infections in hospitals. About 10% of the patients visiting healthcare facilities become infected with hospital-acquired infections.


BMI Economic View: We expect inflation to move back into double-digit figures by the end of the year, which will negatively impact the availability of funding for pharmaceuticals and healthcare services. This situation will be enhanced by the fact that the government provides under half of the total funding for healthcare expenditure. Nevertheless, we are forecasting double-digit economic growth for Ghana in 2011, with the onset of oil production set to drive the stellar performance. Still, we do acknowledge macroeconomic risks stemming from the issues regarding the budget and also from elevated inflation.

BMI Political View: Ghana's economic growth during the current year will be primarily driven by oil exports, but also strongly supported by buoyant foreign investment. We see this investment trend continuing over the medium term, with the country's overall economic development and infrastructure privatisation also providing an attractive involvement ground for drugmakers. Downward risks to our pharmaceutical and healthcare forecasts, however, are posed by the potential tightening of the budget, which has been suggested by the International Monetary Fund (IMF)'s delegation during its recent visit to the country.
