July 18, 2011 - PRLog -- BMI's Q311 update of the Poland Telecommunications Market report includes the latest available data from Poland's principal mobile, fixed-line and broadband network operators and service providers. The data relate to the end of Q111 in most cases and where some operators had yet to report their results, we have estimated their progress based on our analysis of prevailing market trends.

In general, the fixed-line market has been declining in popularity (and will continue to do so as consumers replace their narrowband accesses with fixed and mobile broadband connections), while the mobile sector has reached the saturation point and cannot realistically grow much further. With broadband in the ascendancy, all players are looking to offer converged services as and where they can.

Telekomunikacja Polska (TPSA), which is managed by France Telecom and provides many of its most popular services under the Orange brand, reflects these diverse trends in its financial and operational results. Its retail fixed-line business continues to decline and its wholesale line rental (WLR) business continues to grow, but is beginning to show signs of fatigue as consumers increasingly move to dedicated broadband connections. Data from smaller, regional players is hard to come by but, if the experience of the country's largest alternative player, Netia, are anything to go by, they are all facing the same long-term scenario of decline. The number of lines fell below 10mn in the first quarter of 2011.

As it controls the majority of the country's last mile plant, TPSA also dominates the fixed broadband market with its ADSL-based services prevailing. There has been some interest from smaller operators in unbundling local lines owned by TPSA in order to offer their services directly to customers, but growth in this area seems to have stalled. Netia is bucking that trend, however, and with its focus on growth through acquisition of Ethernet operators, is set to reach 1mn broadband subscribers by the end of 2011. Even so, it will still be far behind TPSA, which serves 2.3mn retail broadband customers.

The mobile market was boosted considerably in the second half of 2010 as Orange managed to add hundreds of new customers through its affiliations with MVNO operators, Polkomtel recovered from a spell of insipid growth and newcomers such as P4 and Aero2 began to compete aggressively with the established players. The reduction of mobile termination rates (MTRs) helped make inter-network calls cheaper, and this may have helped attract more subscribers into the market, but this has dampened top-line revenues, which filters down into ARPUs and shows that earnings from users are far from rosy. We are concerned that the focus on the lower end of the market means that operators are merely stockpiling more short-term customers that do not remain active for long and double-up on the subscriber figures being reported, skewing our view of the market. However, it is clear that there are few new orgabic growth opportunities available and we hold to our forecast of flat growth in 2011/2012 followed by a slow rate of decline.
