Since 1993, the Russian Government has enacted legislation obliging certification of a number of products and introduced the GOST R system of mandatory certification with the intention of protecting the health and safety of Russia's population.
For products not subject to mandatory certification according to  Russian law, the voluntary certification scheme may be applied. Exporters or importers initiate  the voluntary certification with the aim to formally prove the conformity of their products to the applicable Russian standards or technical norms.

In other words, the GOST R Certificate of Conformity is a powerful marketing tool to capture Russian customers.The Certification Bodies are entitled to give Certificates only for the products, belonging to their accredited area. For example, Bodies for food Certification cannot give a Certificate for textile products. To get a Certificate for textile products, you will need to apply to Body entitled for this type of Certification; they should have inspectors on textile products and Test Laboratories.

If you are going to arrange export to Russia, you will need this Certificate. In Russia European ISO 9000 is not valid yet, and the only official standard is GOST-R – most well-known and popular among customers.

Usually Certificate is necessary for two cases:  1. Customs office  2. Sales of products at Russian market.
