PRLog - Jul. 4, 2011 - BMI View: Our outlook for India's infrastructure industry has improved slightly due to the government's recent decision to address concerns about access to long-term financing and make the tendering process more transparent. India's overall construction industry is forecast to average real growth of 8.6% per annum between 2010/11 and 2015/16 (the financial year runs from April 1 to March 31).

Key drivers affecting growth include:

*  In March 2011, the FY2011/12 union budget saw the Indian government reaffirm its commitment to financing infrastructure, releasing 23.3% more funding to this sector than in FY2010/11. Meanwhile, authorities involved in infrastructure development have been allowed to issue tax free bonds, while restrictions on foreign institutions and investors with wishing to purchase infrastructure-related bonds have been relaxed.
 *  In May 2011, an empowered group of Indian ministers (EGOM) decided that 95% of roads projects in 2011 should be awarded through a build, operate and transfer (BOT) model, rather than on an engineering, procurement and construction (EPC) basis. They believe that the BOT model will incentivise companies to complete road projects quickly and efficiently, and then encourage them to maintain the roads - keeping them in pristine condition - once they are finished.
 *  In April 2011, France-based nuclear power plant developer Areva concluded that the recent Fukushima nuclear crisis in Japan could lead to a delay in the development of India's largest nuclear power complex at Jaitapur. This is the first time that Areva or the Indian government has hinted at a possible delay to the 9,900MW Jaitapur project in the coastal province of Maharashtra.

This high growth figure indicates that there are still significant opportunities for greenfield projects in India. Throughout our forecast period, infrastructure (one of the two subsectors which form the construction industry value according to BMI's definition) will be the main driver of construction industry value, substantially outperforming its counterpart - the residential and non-residential building sector. The Indian government remains committed to developing sufficient infrastructure to meet the needs of its economy. According to BMI's key projects database, there are more than US$363bn worth of projects under construction or in the pipeline in India's infrastructure sector. This does not include projects that have not provided cost estimates, thus the actual value of infrastructure projects available in India is likely to be significantly higher. However, we continue to caution about the downside risks preventing the realisation of returns for these projects.
