June 29, 2011 - PRLog -- In this quarter's BMI update of the Pakistan telecommunications market we provided the latest data as published by the country's operators and regulator, the Pakistan Telecommunications Authority (PTA) for the period ended December 2010, where available. This resulted in a revision of our forecasts relating to mobile and fixed line for 2010 and for the five-year period ended 2015.

Growth in the mobile sector was slow during 2010 compared to previous years resulting from losses accumulated from the economic crisis and the country suffering from one of the worst floods in its history. This resulted in the loss of infrastructure and electricity leaving many without services with some of the worst affected areas still without service. While operators aim to repair damage caused to their networks, 2011 is also expected to see similar rates of growth not least of all due to the order placed by the PTA that all SIMs be registered by 17th May 2011. The second such similar order as the regulator looks to clear up mobile databases. Further, there is also a crackdown on illegal handsets without IMEI numbers and largely targeted at Chinese handsets, which account for 70% of the market. This could also have a negative impact on the overall growth of the market.

The award of 3G licences has not yet taken shape, although it is expected that conditions for an auction will be announced in 2011. BMI believes the announcement by Pakistan Telecommunication Company Limited (PCTL)'s mobile unit Ufone and mobile market leader Mobilink's willingness to cooperate amid strong competition in the Pakistani mobile market is laudable, and provides a stepping stone for the introduction of 3G services, which has long-eluded the country. At the moment PTCL offers 3G connectivity in the form of wireless broadband services. However, the PTA plans to launch 3G services in Pakistan by end-2011 assuming that its licence auction proposal submitted to the government is approved. BMI believes Pakistani mobile operators would benefit significantly by engaging in 3G infrastructure sharing agreements, which would lower costs and drive adoption of the lucrative data service.

There were a total of 6.178mn fixed lines at the end of 2010, according to the PTA. This represented a yo- y increase of 1.92% compared to a loss of 0.2% in the previous year. While the trend overall is a decline resulting from fixed to mobile substitution, the slight increase experienced in 2010 is the result of an improved performance by Telecard. However, in the long term we expect fixed lines to fall considering the continued dominance of PTCL, continued underinvestment in the fixed-line sector and cheaper mobile services.

Pakistan fell to 13th place in BMI's latest Asia Pacific Business Environment Ratings table, marking the second consecutive quarterly fall for the country. Its total telecoms score reached 46.9 down from 48.6, resulting from a change in all indicator scores with the exception of Industry Risks which remained at 70. The country was sandwiched between the Philippines with a score of 47 points and Vietnam at 43.7 points.
