Government policymaking has traditionally been driven by short-term public finance issues and populism. The nationalisation of the private sector pension fund industry in late 2008 showed this is still the case. Until a government is seen as in favour of orthodox policies, the country is unlikely to develop an organised long-term savings system of any size. In this climate, life and non-life penetration rates remain low. The market is also characterised by a high level of fragmentation.

The most up to date data from the Argentine insurance sector regulator available to us indicate that life penetration as a proportion of GDP remains extremely low in Argentina. One of the main causes of this is the nationalisation of the pension industry by the government. We predict positive growth in life premiums for the remainder of the forecast period, countering a couple of years of contraction. However, the growth is coming from such a low base that it will not affect life penetration significantly.

A couple of characteristics stand out from an analysis of the performance of Argentina's non-life segment. One is the low penetration rate, which has typically remained at about 2% of GDP in recent years. The implication is that Argentine households remain unconvinced about the benefits of non-life insurance. Growth in absolute premiums has tended to contract moderately in recent years but remains in positive territory. We forecast growth in non-life penetration to slow in 2011, recover slightly in 2012 and then moderate over the forecast period.
