Case Studies Show Cities Save Money with Effective Energy and Resource Management

Report from AltaTerra Research shows how three municipalities with leading sustainability programs are saving money by integrating resource efficiency and GHG reduction into their operations with the help of resource management information systems.

The report presents case studies from three municipalities with leading sustainability programs, Palo Alto, California; Philadelphia, Pennsylvania; and Las Vegas, Nevada. To achieve significant savings, these and other cities are finding that a system of record for day-to-day management of municipal resource use is critical. This report focuses on how new software applications for resource and greenhouse gas (GHG) management are being utilized in the municipal sector to achieve cost savings and drive environmental benefits. The case studies describe the experiences of Palo Alto, Philadelphia, and Las Vegas in implementing energy and environmental management systems from Hara. The discussion of their experiences to-date, including contrasts, benefits realized, and common lessons learned, results in key takeaways that are broadly relevant to any city seeking to realize measurable GHG reductions and financial savings.

“We take pride in our reputation as a green leader, which includes our work to increase resource efficiency, to identify related cost-saving opportunities, and to thereby reduce greenhouse gas emissions,” said Debra van Duynhoven, assistant to the City Manager for Sustainability for the City of Palo Alto.  “With a goal to reduce our municipal operations emissions by 20 percent from 2005 levels by 2012, we believe prioritizing and tracking our resource and sustainability management initiatives is key to achieving our Climate Protection Plan goals, and we’ve found the Hara solution to be strategic to this process.”

“Although the three cities in these case studies are very different, they are strikingly similar in the way they are integrating sustainability into their municipal operations,” added Don Bray, president of AltaTerra Research and co-author of the report and case studies. “They are at different stages in their sustainability programs and in deployment of energy and resource management solutions, but each has taken a leadership role in resource efficiency and climate action because of similar marketplace, community, and political influences.”

The 22-page report presents original analysis based on interviews with the cities of Palo Alto, Philadelphia, and Las Vegas; interviews and materials from ICLEI; discussions with other customers; and general research on carbon regulations, standards, and markets.
