The report presents case studies from three municipalities with leading sustainability programs, Palo Alto, California; Philadelphia, Pennsylvania;

The 22-page report presents original analysis based on interviews with the cities of Palo Alto, Philadelphia, and Las Vegas; interviews and materials from ICLEI; discussions with other customers; and general research on carbon regulations, standards, and markets.
