New Market Study Published: Finland Telecommunications Report Q2 2011

May 2, 2011 - PRLog -- This update of BMI's Finland Telecommunications Report contains only minor alterations to our outlook and forecasts through to 2015, as full-year 2010 results were in line with expectations while indicators from independent players mostly administered by the Finnet Group were not yet available for analysis.

We continue to believe the Finnish mobile market served 8.440mn mobile subscribers at the end of 2010. This is a penetration rate of 157.6% and y-o-y growth of 9.6%. We base our forecasts on the market assessments of the regulator FICORA, which appears to strip out inactive subscribers included in the operators' reported results. About 7% of the market is accounted for by small independent companies that rarely disclose performance indicators, making it difficult to fully assess the state of the market.

Finns are enthusiastically adopting 3G and mobile broadband. TeliaSonera and Elisa Communications are the two principal operators in this market and accounted for the majority of the country's 3.136mn 3G subscribers at the end of 2010. Representing 37.2% of the mobile market at the end of 2010, 3G and 4G subscribers are set to account for 47.7% of the market by 2015. The country's first commercial 4G services went live during 2010 and the third platform is scheduled to come on stream before the end of 2011. Meanwhile, Elisa, TeliaSonera and DNA will continue to develop their 3.5G networks, based on HSPA/HSPA+ technology. A fourth 4G licence is held by one of the Finnet local telephone companies. It has not been revealed yet how this service will be developed.

The mobile operators are 3G/4G services will stimulate demand for value-added services and that this will return average revenue per user (ARPU) to positive growth. However, it may be that the low pricing of data services through bundling and promotional offers will continue to mean actual data ARPUs will not grow any faster than shrinkage in core voice revenues. At the same time, reduced mobile termination rates (MTRs) means operators are set to earn even less from this lucrative market in 2011 than in the past.

Finland's fixed-line market is declining, but not terribly fast. Appetite for broadband is helping to maintain connections. Operators are preparing to deal with more losses in fixed-line subscriptions by investing in alternative technologies such as wireless technologies and fibre. These may be seen as safer investments in a market like Finland with such a well-demonstrated broadband appetite than in other parts of Western Europe.
