PRLog - Apr. 29, 2011 - Zimbabwe's hospitals suffer from a lack of staff and proper facilities, while most patients believe  healthcare should be prioritised over elections, both financially and otherwise. Although the government  budget for 2011 suggests a review of health institutions around the country, adequate finances are lacking.  The US ambassador to Zimbabwe was recently quoted by the allafrica news portal as saying that the US  will allocate a further US$3.2mn in aid to Zimbabwe's public health laboratories, but that the private  sector should also assist in building a more sustainable healthcare system.  In the meantime, Zimbabwe remains firmly at the bottom of BMI's regional Business Environment  Ratings (BER) for Q111, which assesses 19 key markets in the Middle East and Africa (MEA), now  including Ghana and Iraq. The country's pharmaceutical rating is just 23 (out of the maximum 100),  indicating the probability that Zimbabwe is not likely to move up the rankings in the medium term at  least. In global terms, Zimbabwe still ranks second from last (above the recently profiled Nicaragua), out  of 83 markets surveyed by BMI, with little hope of improving its global position in the coming months.  We have long argued that Zimbabwe's economic recovery is being constrained by a shortage of the  capital necessary to revive and expand the nation's productive capacity. This, in turn, has had negative  ramifications for domestic demand, as firms operating sub-optimally across virtually all industrial sectors  have not created jobs to stimulate private consumption. Furthermore, the lack of capital has meant firms  have not been optimally profitable and this has negatively impacted the government's tax receipts and  expenditure capability - halting the improvement of healthcare services.  There have been calls from some quarters for the Zimbabwean government to reinstate a local currency in  order to regain control of the money supply and thereby overcome liquidity problems caused by a lack of  foreign currency. However, this would lead to myriad problems in our view. For one thing, a parallel  market would open up almost immediately, as it is unlikely that there would be much confidence in the  local unit.  Additionally, the natural result of any expansion in supply of that currency, if not matched by an increase  in foreign exchange reserves, would be a debasement of the Zimbabwean dollar. Both of these would  inevitably lead to a return to high, if not hyper, inflation, which would only serve to increase pressure on  the already fragile political coalition. Instead, we suggest that political reform offers the best chance for  the country to extricate itself from the liquidity problems it is currently experiencing.
