April 17, 2011 - PRLog -- BMI's Q211 Telecommunications Report on Hong Kong contains analysis of recent market trends following the publication of latest market data by Hong Kong's telecoms regulator, the Office of the Telecommunications Authority (OFTA), and by some of the service providers. The regulator published figures for the number of mobile subscribers to the end of Q310, allowing us to provide a more accurate picture of the position of the country's five mobile network operators, of which three, Hutchison 3G, SmarTone and PCCW Mobile, had published operational and financial figures for the first nine months of 2010. Further, the release of new data by the OFTA has allowed us to reflect on our forecasts through to the end of 2015 for the sector. At the time of writing we are awaiting for 2010 year-end data to be released by the major operators in the market.

According to the regulator there were 13.115mn mobile subscribers in the sector by the end of September 2010, reflecting growth of 3.3% q-o-q and 9.9% y-o-y. The strong performance, which carried on from the 8.5% y-oy growth reported in our Q111 quarterly report, was driven by increased subscriber uptake in the first nine months of 2010, especially in Q310. Net additions during Q310 were up by 174.2% q-o-q, following on from a poor performance in the previous quarter when only 151,000 new subscribers added. However, it is noteworthy that a large quantity of the total prepaid subscriber base was considered inactive.

Meanwhile, Hong Kong operators continue to report strong growth in the number of postpaid and 3G subscribers. According to OFTA, Hong Kong had 4.891mn 3G subscribers by September 2010, reflecting an impressive y-t-d growth of 28.1% since December 2009. Meanwhile, 3G subscriptions accounted for 37.30% of the total mobile market in September 2010, up from 31.29% at the end of December 2009. The results for the total mobile subscriber base in 2010 added credence to our 3G forecast to 2014, reaching a penetration rate of almost 98%.

Significantly in Q111 OFTA, Hong Kong's regulator, announced that of the six firms bidding in the latest frequency auction, only SmarTone-Vodafone and Hutchison Telephone filed sufficiently high bids. Hutchison filed the largest bid of HKD1.077bn (US$138mn). The two Hong Kong operators won the auction for 20MHz of frequency bands. The total amount of money raised by is HKD1.95bn (US$250mn). Under the licence agreement, SmarTone-Vodafone and Hutchison must provide coverage for 50% of Hong Kong's population within five years of being granted a licence. Both companies were reportedly still in the running for frequencies in the 2GHz band, as were rival operators China Mobile Hong Kong, CSL New World Mobility, PCCW and Hong Kong Broadband Network; all of whom lost their bids for the 850MHz and 900MHz bands. The auction was held to provide operators with additional capacity to meet the surge in mobile data demand in the territory. Although 4G technologies will eventually supersede existing data networks, BMI expects operators to continue investing in temporary measures such as network upgrades and extra spectrum space in order to prolong the utilisation of their 3G networks.

As for the latest regulatory development, in Q410 the Hong Kong telecoms regulator is considering introducing a scheme where a spectrum utilisation fee (SUF) would be imposed on spectrum in congested frequency bands.

The regulator said following discussions, the scheme would result in the SUF applying to eight active frequency bands used as fixed links, electronic news gathering/outside broadcast links and satellite links.
