April 13, 2011 - PRLog -- The total number of mobile subscribers in India reached 752mn in end-2010, representing an annual growth rate of about 43%. We expect this impressive growth momentum to continue throughout our fiveyear forecast period. However, we note this data, which is based on the official figure released by the Telecom Regulatory Authority of India, is distorted by multiple SIM ownership and inactive subscriptions. The regulator reported on December 31 2010, that only about 70% of the reported mobile subscriptions were active.

Meanwhile, Indian mobile operators are aggressively expanding their 3G network coverage in order to capitalise on the nascent industry's growth potential. Only mobile market leader Bharti Airtel disclosed its 3G subscriber base, which was 500,000 in March 2011 and we are encouraged by the positive take-up. However, we are hesitant to significantly revise our 3G subscriber forecasts upwards as we expect operators to retain a premium on the new technology to recoup their hefty initial capital outlay, which has a dampening effect on early mass market adoption.

Although growth and development is having a positive effect on India's telecoms industry, the sector continues to be mired in corruption and regulatory mismanagement scandals. From our perspective, the spate of corruption cases in 2010 has hit the investment climate and political landscape in India. The 2G scandal, in particular, has been damaging for the government and the resulting parliamentary walk-out by the opposition triggering the least productive session in 25 years (with parliament operating for just 5.5% of its scheduled time and passing just four of 36 planned bills).

Although private mobile operators are embroiled in the ongoing scandal and mobile price war, their future is brighter compared to India's state-owned telecoms operators. The Indian government revived a proposal in February 2011 to merge the two operators in order to boost their competitiveness in India's increasingly harsh business environment. Prospects for India's state-owned BSNL and MTNL continue to look bleak after the two telecoms companies reported net subscriber losses due to the launch of mobile number portability in January 2011. It was later reported that the telecommunications department is considering providing an annual INR30bn subsidy to help state entities fulfil their rural network expansion obligations.

As a result, India retained its eighth position in BMI's latest Business Environment Ratings for the Asia- Pacific region. The country's telecoms industry remains attractive in the long term due to its growth potential. However, the short term outlook is uncertain as the industry continues to be hampered by the ongoing political wrangles and regulatory uncertainties.
