New Construction market report from Business Monitor International: "Oman Infrastructure Report Q2 2011"
 
April 8, 2011 - PRLog -- BMI View: Despite considerable momentum in the infrastructure market, with a number of projects underway and in the pipeline, Oman's construction sector is failing to live up to expectations and data from the first nine months of 2010 shows the industry is struggling to reach 2009 values. However, BMI has an optimistic outlook on Oman and we believe the construction sector as a whole will pick up from 2011, driven by infrastructure projects and the return of commercial and residential construction.

Our medium-term optimism for Oman is based on:

Oman's new five-year spending plan (2011-2015): The new plan foresees OMR30bn (US$78bn) of expenditure, representing a 113% increase on the last five year plan. Of this, around OMR6bn (US$16bn) will go towards oil industries, with the majority of funds planned to be invested in hospitals, education and roads. The release of the new five-year plan coincided with the government's new budget for 2011, which saw planned expenditure for the year rise by 9% to OMR8.13bn (US$21bn).

The return of commercial and residential construction: Like all countries in the region, Oman was hit by an abrupt halt to activity in the commercial and residential construction sectors, as demand evaporated in line with the global economic downturn, the Dubai World crisis and tighter lending. However the recent announcement that US$8bn will be spent on property developments including hotels, a shopping mall and a convention centre illustrates that the country may be through the worst of the crisis. In addition, the country's largest property development, the US$3bnWave Muscat is back on track, following a slow 2009 and 2010. However, news that it will be completed later than planned shows the recovery is still fragile.

Numerous contract awards and tender releases: By September 2010 the government had signed US$11.5bn of infrastructure projects, of the US$18.5bn expenditure planned in the 2010 fiscal budget. According to BMI's Key Projects Database, in excess of US$30bn infrastructure projects are underway or in the pipeline in the country. Progress has been made over the last quarter on the Duqm Airport, the Salalah Port, construction of a national rail network and the Sur independent power project (IPP).

These factors indicate that Oman holds substantial potential over the medium term, and our forecasts reflect this outlook, with annual average growth of 6.26% forecast between 2011 and 2015.

Despite this optimism, the recovery is still fragile, indeed, in data terms, there is little to indicate that it has taken hold yet. If Q410 data disappoints to the downside then this could indicate continued weakness in the construction sector off the back of slow real estate demand.

There is further evidence that there is lingering weakness in the industry as the financial results of Oman's largest cement companies continue to disappoint. Oman Cement Company announcing a 77% drop in Q4 net profits and Raysut Cement announcing a 62% drop in Q410 sales. However, poor results were expected from the country's cement producers as oversupply in the UAE led to stiff competition and price cuts for the Omani producers.
