April 4, 2011 - PRLog -- BMI's Q211 report on Russia's telecommunications industry contains revised forecasts for the country's mobile and broadband subscriber markets. Our new mobile subscriber forecast incorporates data for Q410 while our new broadband forecast incorporates data for the third quarter of the year. At the end of 2010, Russia had 219.48mn mobile telephony customers, equivalent to a penetration rate of nearly 154.6%. In 2010, the Russian mobile subscriber base grew by 5.9%. After experiencing a return to positive subscriber growth in Q310, all four of Russia's leading network operators - Mobile TeleSystems (MTS), VimpelCom, MegaFon and Tele2 Russia - continued to experience positive growth in the final quarter of the year. Despite Russia's high mobile penetration rate, we maintain our view that positive subscriber growth will continue for the duration of our forecast.

Meanwhile, our revised broadband subscriber forecast for Russia envisages almost 16.1mn broadband subscribers at the end of 2010. This was up from 12.9mn at the end of 2009. Our estimate for Russia's broadband market includes mobile broadband subscribers who connect to the internet via USB modems. With a large number of operators channelling considerable resources into the expansion of broadband networks, BMI expects the cost of broadband services in Russia to fall considerably over the next few years. This will encourage faster subscriber uptake and sustain growth in the sector.

This quarter sees no further changes to our forecast for Russia's fixed-line telephony sector. We estimate that, by the end of 2010, Russia had just over 45.1mn fixed-line subscribers, down by 0.6% year-on-year (y-o-y). With the increasing threat from mobile and VoIP services in Russia, we are predicting a more pronounced decline in fixed-line subscriptions over the next few years.

Key developments in Russia's telecommunications industry in recent months include the news that Russia's State Commission for Radio Frequencies had authorised four operators - MTS, VimpelCom, MegaFon and fixed line carrier Rostelecom - to prepare proposals for the use of spectrum in the 2.5GHz band. The 2.5GHz spectrum is expected to be used to deploy 'fourth generation' (4G) mobile services based on Long Term Evolution (LTE) technology. The consortium of operators in the new 4G research group has been instructed to submit the results of its study by July 1 2011. The operators' central responsibility will involve devising a scheme to convert pre-existing military spectrum for LTE use. Most of the relevant frequencies for 4G service provision are currently owned by Russia's Ministry of Defence.

Other notable developments from the past few months include the announcement that Russia's CDMAbased mobile operator SkyLink had launched GSM services in 45 Russian regions via its regional subsidiaries. Alcatel-Lucent and Huawei supplied the equipment for the GSM network based on 900MHz and 1800MHz frequencies; SkyLink is also leasing infrastructure from larger rival mobile operator MTS. Initially, the operator will focus its GSM service on business customers. However, it has not ruled out a later expansion to the consumer market.

A slightly higher Industry Rewards score has enabled Russia to move from fourth to third position in BMI's latest set of Business Environment Ratings for Central and Eastern Europe (CEE). The stronger Industry Rewards score reflects the return to positive subscriber growth which the mobile operators experienced in Q310 and Q410. It also reflects new data which show strong broadband subscriber growth in the third quarter of 2010.
