April 2, 2011 - PRLog -- This quarter's update of the Hungarian telecoms market contains new data for the three mobile operators: Deutsche Telekom-owned and mobile market leader T-Mobile, second-ranked operator Telenor and thirdranked Vodafone, for the three month period ended September 2010. This enabled us to review our forecasts for the mobile sector. However, the national telecoms regulator has not yet updated its figures since our last quarterly report, although we introduced the latest data by incumbent operator Deutsche Telekom-owned Magyar Telekom for Q310.

While we noted that the biggest threat to the development of the telecoms sector came from the Hungarian government in the last quarter, this continues to be the case. Deutsche Telekom along with 12 other companies had filed a formal complaint to the European Commission (EC) in early January 2011 to investigate the crisis tax introduced in Hungary during October 2010. In a letter addressed to Jose Manuel Barroso, the EC president, companies urged him to "convince Hungary to withdraw its unfair taxes". In particular, we retain our concern over the development of the broadband market. Magyar Telekom is expected to pay HUF27.5bn (US$136.9mn) in the extra tax year this year, accounting for nearly half the HUF61bn the Hungarian government plans to collect in tax from the telecoms sector each year between 2010 and 2012.

However, there are signs of improvements occurring in the mobile market. For the first time in 2010 the country's operators noted an increase in the number of new subscribers added to the overall market. There were 13,000 net additions resulting in a total of 11.171mn subscribers by September 2010. This compared to a net loss of 45,000 and 20,000 in Q210 and Q110, respectively. While the earlier half of the year related to the removal of inactive subscribers, and which continued to be the case for Telenor in Q310, TMobile and Vodafone noted increases in their customer bases. We believe this relates to a return to growth following the removal of inactive subscribers as well as a recovery from the weak economy during 2009.

Although we are optimistic that the mobile market will experience subscriber growth overall during 2010, forecasting a 0.2% y-o-y increase (and largely led by T-Mobile) as compared to a net loss of 3.1% in the previous year, BMI is expecting slower growth as we expect to see inactive subscribers disconnected and as operators cannibalise their existing prepaid user bases for new postpaid customers.
