March 30, 2011 - PRLog -- We predict mixed fortunes for Romania's freight sector in 2011. While the air and maritime freight sectors are set to start their recovery in 2011 and the road haulage will continue its recovery, which is estimated to have begun in 2010, declines in throughput are projected to continue in Romania's rail and inland waterway freight sectors.

Total trade is projected to pick up with our Country Risk desk forecasting a y-o-y increase of 6.5% in 2011 following an estimated growth of 13% in 2010.

Road freight is to continue to dominate the sector and is projected to grow by 1.9% in 2011. The sector is projected to continue to increase its market share in Romania's freight sector despite the European Union (EU) pledging to decrease road haulage across the region.

BMI notes that rail is the likeliest candidate in Romania's freight transport mix to benefit from any diversification away from road. Companies keen to enter this market would be wise to investigate the planned privatisation of Romania's leading rail freight company CFR Marfu, but will face competition from DB Schenker's Romtrans which has already set down roots in Romania's rail freight sector.

Another area, which could potentially benefit is inland waterway freight, with the government planning a canal to link the Danube to Bucharest.

BMI believes that develop within Romania's freight sector will on truly gain momentum following the privatization of government owned freight companies. As well as CFR Marfu, TAROM the parent of TAROM Cargo is up for privatisation. BMI notes that the country's port of Constantza highlights how international operators can benefit a company's fright transport sector. The port is a transshipment hub for container shipping in the Black Sea a role supported by the fact that two major container terminal operators, APM Terminals and DP World, operate there.

Key Industry Trends

With Hungary now in possession of the EU presidency it is believed that the development of the Danube as a freight link will gain new stimulus. Romania could benefit from his as a country on the Danube and the state is pushing forward with plans to link the capital to the waterway.

Constantza Faces Competition

Constantza, the Black Seas hub port, could soon see competition from the port of Odessa. Investment is being ploughed into the facility and the port will no doubt be seeking to take over dealing with the Ukraine cargo that currently is shipped to Constantza and then feedered to Ukraine. BMI believes that Romania will remain as the transshipment hub however as it offers a entry into Central and Eastern Europe and has both DP World and APM Terminals operating there.

Risks To Outlook

Romania has pulled out of its deep recession but BMI still fears the impact austerity measures will have on the country's consumer and so by extension container shipping, which is driven by consumer demand. We fear the fiscal measures will be met with a tightening of belts, which could see the freight transport sector's recovery be far more muted than we are currently projecting.

Longer-term upside risks come in the form of privatization of some of the country's freight companies. Investment and streamlined management would push Romania's freight transport sector forward and allow it to realise its potential as a freight gateway for landlocked Central Europe.
