Japan: Cesium Detected 12 March 2011

March 12: CNN: Expert tells audience that cesium release means core has been exposed. International community called to coordinate emergency containment measures to prevent a catastrophic ecological disaster.

Authorities in Japan raised the prospect Friday of a likely breach in the all-important containment vessel of the No. 3 reactor at the stricken Fukushima Daiichi nuclear power plant, a potentially ominous development in the race to prevent a large-scale release of radiation.... Three men working inside the No. 3 reactor stepped into water this week that had 10,000 times the amount of radiation typical for that locale, Nishiyama said. In conjunction with the catastrophic natural disaster in Japan and the projected $300 Billion cost for relief operations, appeals have been advanced for:

1. Emergency assistance in the form of a debt relief, to assist Japan and all countries that will be directly impacted by this natural disaster and radiological emergency.

Libya: UN Security Council Resolution 1970 Refers Libyan Leaders to the International Criminal Court

International dialogue regarding NATO action has focused on the protection of citizens in Libya, but has failed to articulate the full scope of the UN Security Council Resolution 1970, that includes prosecution for war crimes and crimes against humanity.

The UN Security Council has adopted a comprehensive resolution to respond to the outrageous violence perpetrated by Muammar Qadafi on the Libyan people. Significantly, the resolution:

1) Refers the situation to the International Criminal Court (ICC)

   * The Security Council referral gives the ICC jurisdiction over crimes committed in Libya after February 15, the day of the first
   * protests in Benghazi. The ICC may investigate crimes including war crimes, crimes against humanity and genocide.
   * A referral the ICC is necessary because Libya is not a party to the ICC Rome Statute.
   * The ICC Prosecutor will report regularly to the Security Council.


Oil/Food Inflation Crisis Designated an International Humanitarian Emergency

Emergency appeals in every UN member country include disaster assistance proportional to oil/food inflation damage attributed to speculative trading of central bank emergency funds.

CNBC's Erin Burnett (Street Signs) addressed the topic of speculative trading in the commodities market.
