SCS Engineers’ Environmental Issues Forum Provides Insights into Draft Industrial Permit

March 7, 2011 - PRLog -- SAN DIEGO, Calif.—The San Diego office of SCS Engineers, an international environmental engineering firm, convened an informal seminar at its local office to discuss the State’s draft Industrial Permit.  Featured guest speakers were Chris Haynes, of the State Water Resources Control Board, and Wayne Rosenbaum, attorney with the San Diego office of Foley and Lardner, LLP.  

The forum, titled “When It Rains,” covered details of EPA’s new Construction General Permit (which went into effect January 2011), provided implementation and enforcement information based on experiences, and offered important insights into the draft Industrial Permit that is currently out for review and open for comment until April 18 of this year.

“Having water quality and legal experts, like Haynes and Rosenbaum, offer their professional insights, guidance and real-world experiences, is invaluable,” said Mr. Dan Johnson, San Diego operations manager for SCS and a former board member of the San Diego Regional Water Quality Control Board. “And the interactive forum setting enabled us all to benefit from their collective experience, and the experience of others in the room.”

As currently written, the draft Industrial Permit will cover many more industrial facilities than current regulations. Like the General Permit, the Industrial Permit adds Numeric Action Levels (NALs), Numeric Effluent Limitations (NELs), corrective action levels, training requirements and e-submittals. It also adds the requirement for a Qualified Stormwater Pollution Prevention Plan (SWPPP) Developer (QSD), and a Qualified SWPPP Practitioner (QSP).

“It’s important to note that we all have an opportunity to provide input and shape the Industrial Permit while it’s in draft form,” said Haynes. “We encourage feedback to help us develop the most effective, practical permit possible.”
