In defence budget cash terms, Chile ranked third in Latin America in 2008, with an outlay of US$6bn, compared to US$23.3bn in Brazil and US$9.1bn in Colombia. Chile has been undertaking an armed forces modernisation programme, involving several major import deals. The purchases have not been well received, however, by the country's neighbours, with which it has occasionally fractious relationships, though the risk of armed conflict with them is very low indeed. Chile's growing military expenditure can partly be attributed to rising global copper prices, as the armed forces are automatically granted 10% of sales revenues (not profits) made by state-owned Codelco, the world's largest copper producer, under the 1958 Copper Law. The government plans to revise the military procurement stipulation, and is preparing a new draft reform of the legislation. The new draft, which may be put to parliament by end-2010, proposes 12-year cycles of procurement planning, with budget allocations in four-year cycles. It remains to be seen how effective this would be in the case of a sudden demand on military resources, for example a war, regional conflict or a large-scale humanitarian crisis. The Chilean Air Force has been a beneficiary of generous spending. It aims to have a fleet of 44 fighterbombers (according to a report by MercoPress, all F-16s) by 2011. Fighter-bombers are increasingly used by emerging-market air forces, partly due to their adaptability, which suits militaries with relatively modest resources. Chilean officials assert that, despite some regional tensions in South America and concerns about the stability of some of Chile's near-neighbours, the country is merely renewing its fleet, rather than seriously expanding its military capacity. Internally, there is a continued low-level threat from the indigenous Mapuche group, which feels that it has been poorly treated by the central government. The government promised to look into revising terrorism charges made against Mapuche activisits and anti-terror legislation. Changes could limit the security forces' ability to manoeuvre, but would bring the country closer into line with international norms and perhaps assuage public (and particularly minority) dissatisfaction with the status quo. The Mapuche-related unrest is not a major security threat for Chile, though the ethnic group makes up a small but significant proportion of the population. However, the broad interpretation of 'terrorism', which includes setting fire to timber shipments, and allegations of police brutality, could affect the country's international image. Meanwhile, the incidents of violence and criminal damage occupy security forces that could be deployed elsewhere and are thought to have had a negative impact on Chile's tourism sector.
