The IRS has recently released several news releases and directives signaling an easing of the IRS Offer in Compromise program.
Below is direct from the Internal Revenue Code that was released on 12/31/10:
Internal Revenue Code - IRC 7122(d(1) directs the Internal Revenue Service to prescribe guidelines for evalutating offers-in-compromise.
Internal Revenue Code - IRC 7122(d)(3) states that such guidelines shall provide "(A) an officer or employee of the Internal Revenue Service shall not reject an offer-in-compromise from a low-income taxpayer solely on the basis of the amount of the offer."
Treasury Reg. section 301.7122-1(f)(
