Jan. 2, 2011 - PRLog -- Egypt's construction industry has been experiencing a boom period against a backdrop of relative instability in the global economy. The slight slowdown experienced in the 2008/09 financial year (11% real growth y-o-y) has been reversed in 2009/10 (14% real growth), with growth rates back to previous highs. The outlook for 2010/11 and beyond is for continued high growth due to the substantial pipeline of investments, the favourable fundamentals for infrastructure demand and the improving business environment. Between 2010/11 and 2014/15 we are forecasting annual average growth of 12.4%.

Key growth drivers will be:

* Energy & Utilities: The government has announced plans for US$110bn investment in the sector between 2010 and 2027. Severe power and water shortages over the summer of 2010 resulted in protests and widespread dissatisfaction with the energy ministry. The discontent highlighted the political and economic urgency in improving access to utilities. We are therefore optimistic about the prospects for investment plans.
* Water infrastructure PPPs - one is currently underway and two are in the bidding stage. The successful procurement of these projects will set a precedent for PPPs and help the government with the burden of infrastructure investment, therefore opening up the sector to new capital.
* Electricity investments are being boosted by independent power producers and the government's drive to develop a renewables sector. With a target for 20% of power to be generated by renewables by 2020, wind investment has proliferated and solar projects are likely to follow. In addition, the government has announced more concrete plans for a US$4bn nuclear power plant, which it hopes to come online in 2019.
* Transport investment has focused on railways, with both urban rail (Cairo metro) and regional rail links benefitting from investment. In October 2010 the Egyptian National Railways Authority announced it was mulling over a EGP10bn bond issuance to fund investments worth EGP60bn over the next 10 years, including a high speed rail line. Ports and Suez Canal investments are also a major area of industry growth potential. Indeed, in October 2010 DP World announced it would invest US$700mn to double the capacity of its container terminal at the port of Sokhna.
* Housing: The signs are increasingly encouraging that Egypt could be on the verge of a residential construction boom. Key underlying factors such as strong population fundamentals and an increasing rate of urbanisation combined with robust economic growth have created a huge domestic demand for housing. In particular, an expanding middle class population is driving demand for mid to high-end mixed-use developments such as New Cairo City, with regional developers such as Damac Properties and Emaar seeking to capitalise on growth potential as their domestic market continues to suffer.

Despite our generally optimistic outlook, there are some concerns over the general business environment. These stem from political unease caused by ongoing policy uncertainty which is constraining the economy's growth potential. Political risk is currently elevated, associated with upcoming parliamentary and presidential elections, which could weigh heavily on the country's underlying risk profile over the coming quarters and threaten publicly procured infrastructure investments. In addition, a growing fiscal deficit (estimated at 7.4% of GDP in 2010) could limit the government's ability to meet its ambitious investment plans over the medium term.
